WAEMA organized capacity building workshop for the Assembly members.

Capacity building workshop was organized for the Assembly members on composite budget manual which was held at the Municipal Assembly Hall. The program was facilitated by Mr. Daniel Ofosu Adjei; Regional Budget Director, Mr. Kodwo Blankson; District Budget officer and Ms Amanda Pokua Adjei; Municipal Planning Officer.
The Presiding Member, Hon. Ohemeng Hayford in his welcome address stated that, the program was strategically designed to educate Assembly Members on the Composite Budget of the Assembly and the role of Honorable Assembly Members in the preparation and monitoring of the Composite Budget. He then entreated the Hon. Assembly Members to ask any question relating to the topic that has been bothering them. He then took the opportunity to welcome the officers from the region.
The Municipal Coordinating Director Mr. Ishmael Anaman in his address informed all present that he was giving the address on behalf of the Municipal Chief Executive who had been engaged in an equally important assignment. He then welcomed the team from Regional Coordinating Council together with the participant and encouraged them to pay attention, since the training is aimed at equipping them with knowledge on composite budget. He further urged the Assembly Members to seize the opportunity to learn new things and go back to apply them at their various electoral areas.
The Regional Budget Analyst, Mr. Daniel Adjei explained the participant the purpose of the program. He also explain the concept of Composite Budget Manual to all present. He encouraged the Assembly members to ask questions to enhance their understanding of the composite budget.
In her presentation, Ms. Amanda Pokua Adjei mentioned the objective of budgeting which included Aggregate fiscal Discipline, Allocative efficiency, and technical efficiency. She then explained those objectives of budgeting.
She also highlighted the types of Budgets. She further explained the three (3) types of budgets which were Balanced Budget, Surplus Budget and Deficit Budget.
